Procurement Reform: Competition and Notice Under the Federal Acquisition
Streamlining Act of 1994 (Testimony, 08/03/95, GAO/T-OGC-95-26).
The Federal Acquisition Streamlining Act of 1994 seeks to simplify the
government's acquisition system by easing restrictions for purchases
under $2,500 ("micro-purchases"), creating a $100,000 simplified
acquisition threshold below which procurements are exempted from several
statutory requirements, and converting the procurement system from a
paper-base system to and electronic-based Federal Acquisition Computer
Network (FACNET). This testimony focuses on the competition and notice
procedures that will apply to the various dollar categories of purchases
and their interrelationship with FACNET.
