Multiple Employment Training Programs: Major Overhaul Needed to Create a
More Efficient, Customer-Driven System (Testimony, 02/06/95,
GAO/T-HEHS-95-70).
The current fragmented "system" of federal employment training programs
adds unnecessary administrative costs and confuses and frustrates
clients, employers, and administrators. These problems have raised
concerns about the efficiency of the existing system. Also, many
agencies do not know whether their programs actually help people get
jobs. GAO testified that a major overhaul and consolidation of programs
is needed to create a more efficient, customer-driven system that would
(1) provide clients and employers easy access to services; (2) encourage
the efficient use of resources and simplify program implementation; (3)
offer a variety of employment training services to meet individual
needs; and (4) hold program administrators accountable for results but
give states and local agencies the flexibility to determine how best to
meet their community needs.
