U.S. Insular Areas: Information on Fiscal Relations with the Federal
Government (Testimony, 01/31/95, GAO/T-GGD-95-71).

This testimony discusses various fiscal arrangements between the U.S.
government and the insular areas of American Samoa, Guam, the Northern
Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. GAO compiles
information on income and other tax rules and revenues that apply to
these areas, current federal expenditures to these areas, and the extent
to which major federal social programs are extended to these areas.
