Government Restructuring: Identifying Potential Duplication in Federal
Missions and Approaches (Testimony, 06/07/95, GAO/T-AIMD-95-161).
The existing government structure is the result of the federal
government's response over time to new needs and problems, which lead to
new roles and responsibilities for agencies. GAO's conclusion:
Duplication of functions performed by federal agencies appears to be
endemic. This testimony provides information on overall fiscal year
1994 obligations by agency and mission and identifies the intersections
between organizations and missions.
