Impoundment Control: Comments on the President's Third Special
Impoundment Message for FY 1994 (Letter Report, 12/23/93, GAO/OGC-94-20).

On November 19, 1993, the President submitted to Congress his third
special impoundment message for fiscal year 1994, which reports four
deferrals of budget authority and revises the amounts of two deferrals
already reported.  GAO reviewed these deferrals and found them to be in
accordance with the Impoundment Control Act.
