Impoundment Control: Comments on President's First Special Message for
Fiscal Year 1994 (Letter Report, 11/16/93, GAO/OGC-94-18).
On October 13, 1993, the President submitted to Congress his first
special impoundment message for fiscal year 1994. The message reports
eight deferrals of budget authority, which affect funding for
international security assistance, administrative expenses at the Social
Security Administration, and emergency refugee assistance. GAO reviewed
these deferrals and found them to be in compliance with the Impoundment
Control Act.
