                <P>NMFS manages the groundfish fishery in the BSAI exclusive economic zone according to the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP) prepared and recommended by the North Pacific Fishery Management Council under authority of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). Regulations governing fishing by U.S. vessels in accordance with the FMP appear at subpart H of 50 CFR part 600 and 50 CFR part 679.</P>
                <P>The 2025 TAC of Atka mackerel, in the BS/EAI, allocated to vessels participating in the BSAI trawl limited access sector fishery was established as a directed fishing allowance of 3,386 metric tons by the final 2025 and 2026 harvest specifications for groundfish in the BSAI (90 FR 12640, March 18, 2025).</P>
                <P>In accordance with § 679.20(d)(1)(iii), the Regional Administrator has determined that the 2025 Atka mackerel TAC allocated to vessels in the BSAI trawl limited access sector in the BS/EAI will be or has been reached. Consequently, NMFS is prohibiting directed fishing for Atka mackerel by vessels participating in the BSAI trawl limited access sector fishery in the BS/EAI to prevent exceeding this sector's allocation of Atka mackerel TAC.</P>
                <P>While this closure is effective, the maximum retainable amounts at § 679.20(e) and (f) apply at any time during a trip.</P>
                <HD SOURCE="HD1">Classification</HD>
                <P>NMFS issues this action pursuant to section 305(d) of the Magnuson-Stevens Act. This action is required by 50 CFR part 679, which was issued pursuant to section 304(b) of the Magnuson-Stevens Act, and is exempt from review under Executive Order 12866.</P>
                <P>Pursuant to 5 U.S.C. 553(b)(B), there is good cause to waive prior notice and an opportunity for public comment on this action, as notice and comment would be impracticable and contrary to the public interest, as it would prevent NMFS from responding to the most recent fisheries data on Atka mackerel catch in a timely fashion and would delay the directed fishing closure of Atka mackerel by vessels participating in the BSAI trawl limited access sector fishery in the BS/EAI. NMFS was unable to publish a notice providing time for public comment because the most recent, relevant data on Atka mackerel catch in the BS/EAI by vessels participating in the BSAI trawl limited access sector fishery only became available as of October 6, 2025.</P>
                <P>There is good cause under 5 U.S.C. 553(d)(3) to waive the 30-day delay in the effective date of this action. This finding is based upon the reasons provided above for waiver of prior notice and opportunity for public comment.</P>

                <P>PHMSA received a special permit request from Natural Gas Pipeline Company of America (NGPL), a subsidiary of Kinder Morgan, Inc., on August 20, 2025, seeking three special permit segment extensions to be incorporated into special permit PHMSA-2025-0011. The extensions request is a part of the active permit's special permit inspection area. Special permit PHMSA-2025-0011 allows NGPL to deviate from the Federal pipeline safety regulations in 49 CFR 192.611(a), (d), and 192.619(a), where Louisiana Line #2 gas transmission pipeline segments have undergone a change from a Class 1 to a Class 3 location.</P>
                <P>Special permit PHMSA-2025-0011 is active and was granted on July 28, 2025, and is effective until July 28, 2035 for 16 special permit segments, which include 54,744 feet (approximately 10.37 miles) of the NGPL natural gas transmission pipeline system located in the State of Texas. The special permit segment extensions are requested for 1,333 feet (approximately 0.25 miles). If granted, the special permit segments would total 56,077 feet (approximately 10.62 miles).</P>
                <P>

                    <FP>More than a millennium ago, legendary Norse Viking Leif Erikson forever changed the course of history when he fearlessly embarked on a daring expedition into the unknown, becoming the first European to ever set foot in the New World. This Leif Erikson Day, we summon his courage, we honor his enduring legacy of adventure and exploration, and we renew our resolve to advance the limits of human achievement.</FP>
                    <FP>According to tradition, Leif Erikson's zeal for adventure began as a young man in Greenland, where he heard stories of distant lands across the sea. Determined to chart those waters himself, and guided by his deep Christian faith, he assembled a brave crew and set sail, voyaging more than 1,800 miles across the Atlantic Ocean through brutal winds and storms. With courage in his veins and faith in his God, Erikson realized his purpose when he reached the shores of a land he called “Vinland,” known today as L'Anse aux Meadows at the northern tip of Newfoundland, Canada.</FP>
                    <FP>With this incredible discovery, Leif Erikson became the first European to land in North America and cemented his place as one of the great explorers in world history. He returned home a hero, bringing with him the exciting news of uncivilized lands. His achievement inspired countless explorers to venture into North America, and ultimately paved the way for the first American settlement in Jamestown, Virginia, more than 600 years later.</FP>
                    <FP>Leif Erikson's triumphant spirit of exploration has continued to define the American story—from the pioneers who tamed the Western frontier to the Apollo 11 astronauts who proudly planted the Stars and Stripes on the Moon. His legacy lives on through the millions of Americans who proudly share in his Nordic ancestry. These patriots have embodied the same character of courage and resolve, and have immensely enriched our history, our culture, and our communities. My Administration continues to strengthen our bonds with the proud Nordic nations from which Erikson came. Together, with our allies in Norway, Sweden, Denmark, Iceland, and Finland, we are advancing fair trade and promoting peace through strength—ensuring a safer and more prosperous future for America and the North Atlantic.</FP>
                    <FP>As we celebrate the heroic life of the great Leif Erikson, we embrace his legacy, recognize the contributions of the millions of Nordic Americans, and recommit to advancing the timeless drive of discovery that has always stood at the heart of America's destiny.</FP>
                    <FP>To honor Leif Erikson, son of Iceland and grandson of Norway, and to celebrate our Nordic-American heritage, the Congress, by joint resolution (Public Law 88-566) approved on September 2, 1964, has authorized the President of the United States to proclaim October 9 of each year as “Leif Erikson Day.”</FP>

                <FP>Today our Nation honors the legendary Christopher Columbus—the original American hero, a giant of Western civilization, and one of the most gallant and visionary men to ever walk the face of the earth. This Columbus Day, we honor his life with reverence and gratitude, and we pledge to reclaim his extraordinary legacy of faith, courage, perseverance, and virtue from the left-wing arsonists who have sought to destroy his name and dishonor his memory.</FP>
                <FP>Born in Genoa, Italy in 1451, Columbus quickly emerged as a titan of the Age of Exploration. On August 3, 1492, following years of intense study, preparation, and petitioning, Christopher Columbus secured funding from the Spanish Crown to set out on a daring expedition that most believed to be impossible. Commissioned by Ferdinand and Isabella of Spain, Columbus and his crew boarded three small ships—the Niña, Pinta, and Santa Maria—to set sail on a perilous voyage across the Atlantic. He was guided by a noble mission: to discover a new trade route to Asia, bring glory to Spain, and spread the Gospel of Jesus Christ to distant lands.</FP>
                <FP>Just over 2 months later, on October 12, 1492, Columbus made landfall in the modern-day Bahamas. Upon his arrival, he planted a majestic cross in a mighty act of devotion, dedicating the land to God and setting in motion America's proud birthright of faith. Though he initially believed he had arrived in Asia, his discovery opened the vast frontier and untold splendors of the New World to Europe. He later ventured onward to Cuba and other islands in the Caribbean—exploring their coasts and engaging with their people.</FP>
                <FP>Guided by steadfast prayer and unwavering fortitude and resolve, Columbus's journey carried thousands of years of wisdom, philosophy, reason, and culture across the Atlantic into the Americas—paving the way for the ultimate triumph of Western civilization less than three centuries later on July 4, 1776.</FP>
                <FP>Outrageously, in recent years, Christopher Columbus has been a prime target of a vicious and merciless campaign to erase our history, slander our heroes, and attack our heritage. Before our very eyes, left-wing radicals toppled his statues, vandalized his monuments, tarnished his character, and sought to exile him from our public spaces. Under my leadership, those days are finally over—and our Nation will now abide by a simple truth: Christopher Columbus was a true American hero, and every citizen is eternally indebted to his relentless determination.</FP>
                <FP>As we celebrate his legacy, we also acknowledge the contributions of the countless Italian-Americans who, like him, have endlessly contributed to our culture and our way of life. To this day, the United States and Italy share a special bond rooted in the timeless values of faith, family, and freedom. My Administration looks forward to strengthening our long and storied friendship in the years to come.</FP>

                    This Columbus Day, more than 500 years since Columbus arrived in the New World, we follow his example, we echo his resolve, and we offer

                    our gratitude for his life of valor and grit. Above all, we commit to restoring a Nation that once again dares to tame the unknown, honors our rich cultural inheritance, and offers rightful praise to our Creator above.

                <FP>In commemoration of Christopher Columbus's historic voyage, the Congress, by joint resolution of April 30, 1934, and modified in 1968 (36 U.S.C. 107), as amended, has requested the President proclaim the second Monday of October of each year as “Columbus Day.”</FP>
                <FP>NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 13, 2025, as Columbus Day. I call upon the people of the United States to observe this day with appropriate ceremonies and activities. I also direct that the flag of the United States be displayed on all public buildings on the appointed day in honor of the great Christopher Columbus and all who have contributed to building our Nation.</FP>
