AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: The Video Division, Media Bureau (Bureau), has before it a 
petition for rulemaking filed by Gray Television Licensee, LLC (Gray or 
Petitioner), the licensee of KNOE-TV, channel 8, Monroe, Louisiana 
(Station or KNOE-TV). Petitioner requests that the Bureau substitute 
channel 8 for channel 24 at Monroe, Louisiana in the Table of TV 
Allotments (table).

DATES: Comments must be filed on or before April 3, 2025 and reply 
comments on or before April 18, 2025.

SUPPLEMENTARY INFORMATION: On January 11, 2022, the Bureau granted a 
petition for rulemaking submitted by Gray to substitute channel 24 for 
channel 8 at Monroe for KNOE-TV. On March 1, 2022, Gray was granted a 
construction permit for its new channel, with an expiration date of 
March 1, 2025. In its Petition, Gray states that it is unable to 
complete construction of the channel 24 facility by the expiration 
date. Thus, Gray requests amendment of the table to allow it to 
continue to operate on channel 8, and proposes to specify the technical 
parameters of its currently licensed channel 8 facility.
    We believe that the Petitioner's channel substitution proposal for 
KNOE-TV warrants consideration. KNOE-TV is currently operating on 
channel 8 and the substitution of channel 8 for channel 24 in the table 
will allow the Station to remain on the air and continue to provide 
service to viewers within its service area. Given that Gray proposes to 
utilize its currently licensed parameters, we believe channel 8 can be 
substituted for channel 24 at Monroe as proposed, in compliance with 
the principal community coverage requirements of section 73.618(a) of 
the Commission's rules (Rules), at coordinates 32-11'-51.0'' N and 92-
04'-14.0'' W. In addition, we find that this channel change meets the 
technical requirements set forth in section 73.622(a) of the Rules.
