SUMMARY: In accordance with the Paperwork Reduction Act (PRA) of 1995,
the Department is proposing a revision of a currently approved
information collection request (ICR).
DATES: Interested persons are invited to submit comments on or before
November 4, 2024.

SUPPLEMENTARY INFORMATION: The Department, in accordance with the
Paperwork Reduction Act of 1995 (PRA) (44 U.S.C. 3506(c)(2)(A)),
provides the general public and Federal agencies with an opportunity to
comment on proposed, revised, and continuing collections of
information. This helps the Department assess the impact of its
information collection requirements and minimize the public's reporting
burden. It also helps the public understand the Department's
information collection requirements and provide the requested data in
the desired format. The Department is soliciting comments on the
proposed information collection request (ICR) that is described below.
The Department is especially interested in public comment addressing
the following issues: (1) is this collection necessary to the proper
functions of the Department; (2) will this information be processed and
used in a timely manner; (3) is the estimate of burden accurate; (4)
how might the Department enhance the quality, utility, and clarity of
the information to be collected; and (5) how might the Department
minimize the burden of this collection on the respondents, including
through the use of information technology. Please note that written
comments received in response to this notice will be considered public
records.

Abstract: The High School and Beyond Longitudinal Study of 2022
(HS&B:22) is the sixth in a series of longitudinal studies at the high
school level conducted by the National Center for Education Statistics
(NCES), within the Institute of Education Sciences (IES) of the U.S.
Department of Education. HS&B:22 is following a nationally
representative sample of ninth grade students from the start of high
school in the fall of 2022 to the spring of 2026 when most will be in
twelfth grade. The sample will be freshened in 2026 to create a
nationally representative sample of twelfth-grade students. A high
school transcript collection and additional follow-up data collections
beyond high school are also planned.
A field test was conducted in fall 2019 and the first follow-up
field test (F1FT) is planned for spring 2024 in preparation for the
spring 2026 first follow-up full-scale study (F1FS).This submission is
to request approval to conduct the HS&B:22 F1FT collection in the
spring of 2024. OMB provided approval for F1FT sampling, tracking, and
recruitment in March 2021 (OMB# 1850-0944 v.9).
Part A of this submission presents information on the basic design
of HS&B:22. Part B discusses the statistical methods employed. Part C
presents justification for the questionnaire content. Appendix A
provides the communication materials to be used during state, school
district, school, student, and parent F1FT recruitment and data
collection activities. Appendix B provides the first follow-up field
test data collection instruments.
