SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) invites public
comment on this proposed information collection. The information
collection is entitled, ``Codes and Standards.''
DATES: Submit comments by October 30, 2023. Comments received after
this date will be considered if it is practical to do so, but the
Commission is able to ensure consideration only for comments received
on or before this date.

II. Background
In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C.
chapter 35), the NRC is requesting public comment on its intention to
request the OMB's approval for the information collection summarized
below.
1. The title of the information collection: 10 CFR part 50.55a,
Codes and Standards.
2. OMB approval number: An OMB control number has not yet been
assigned to this proposed information collection.
3. Type of submission: New.
4. The form number, if applicable: Not applicable.
5. How often the collection is required or requested: Reports are
submitted on occasion, typically at each refueling outage or when an
alternative is requested. Inservice Testing Program Test and
Examination Plans must be submitted within 90 days of their
implementation for the applicable 120-month IST Program interval.
6. Who will be required or asked to respond: Licensees and
applicants for or holders of an operating license or construction
permit, applicants for a standard design certification under part 52 of
this chapter or an applicant for or holder of a standard design
approval, or a combined license.
7. The estimated number of annual responses: 754 (660 reporting
responses plus 94 recordkeepers).
8. The estimated number of annual respondents: 94.
9. The estimated number of hours needed annually to comply with the
information collection requirement or request: 336,416 (119,276
reporting + 217,140 recordkeeping).
10. Abstract: Part 50.55a of title 10 of the Code of Federal
Regulations (10 CFR), ``Codes and Standards,'' specifies technical
information and data to be provided to the NRC or maintained by
applicants and licensees so that the NRC may take determinations
necessary to protect the health and safety of the public, in accordance
with the Atomic Energy Act of 1954, as amended. The reporting and
recordkeeping requirements contained in 10 CFR part 50.55a are
mandatory for the affected licensees and applicants.
III. Specific Requests for Comments
The NRC is seeking comments that address the following questions:
1. Is the proposed collection of information necessary for the NRC
to properly perform its functions? Does the information have practical
utility? Please explain your answer.
2. Is the estimate of the burden of the information collection
accurate? Please explain your answer.
3. Is there a way to enhance the quality, utility, and clarity of
the information to be collected?
4. How can the burden of the information collection on respondents
be minimized, including the use of automated collection techniques or
other forms of information technology?
