Information Collection: Operators' Licenses

AGENCY: Nuclear Regulatory Commission.

ACTION: Notice of submission to the Office of Management and Budget; 
request for comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) has recently 
submitted a request for renewal of an existing collection of 
information to the Office of Management and Budget (OMB) for review. 
The information collection is entitled, ``Operators' Licenses.''

DATES: Submit comments by July 1, 2022. Comments received after this 
date will be considered if it is practical to do so, but the Commission 
is able to ensure consideration only for comments received on or before 
this date.

II. Background

    Under the provisions of the Paperwork Reduction Act of 1995 (44 
U.S.C. Chapter 35), the NRC recently submitted a request for renewal of 
an existing collection of information to OMB for review entitled, ``10 
CFR part 55, Operators' Licenses.'' The NRC hereby informs potential 
respondents that an agency may not conduct or sponsor, and that a 
person is not required to respond to, a collection of information 
unless it displays a currently valid OMB control number.
    The NRC published a Federal Register notice with a 60-day comment 
period on this information collection on February 1, 2022, 87 FR 5519.
    1. The title of the information collection: ``10 CFR part 55, 
Operators' Licenses.''
    2. OMB approval number: 3150-0018.
    3. Type of submission: Extension.
    4. The form number, if applicable: Not applicable.
    5. How often the collection is required or requested: As necessary 
for the NRC to meet its responsibilities to determine the eligibility 
for applicants and operators.
    6. Who will be required or asked to respond: Holders of, and 
applicants for, facility (i.e., nuclear power and non-power research 
and test reactor) operating licenses and individual operator licensees.
    7. The estimated number of annual responses: 437 (345 reporting 
responses + 92 recordkeepers).
    8. The estimated number of annual respondents: 92.
    9. The estimated number of hours needed annually to comply with the 
information collection requirement or request: 170,928 hours (149,619 
hours reporting + 21,309 hours recordkeeping).
    10. Abstract: Part 55 of title 10 of the Code of Federal 
Regulations (10 CFR), ``Operators' Licenses,'' specifies information 
and data to be provided by applicants and facility licensees so that 
the NRC may make determinations concerning the licensing and 
requalification of operators for nuclear reactors, as necessary to 
promote public health and safety. The reporting and recordkeeping 
requirements contained in 10 CFR part 55 are mandatory for the affected 
facility licensees and applicants. In addition, the information 
collection includes two online forms for requesting exemptions from 
requirements for Part 55 Exemption Request and Part 55 Research and 
Test Reactor Exemption Request related to the COVID-19 Public Health 
Emergency (PHE). The information collected by the online form is the 
minimum needed by NRC to make a determination on the acceptability of 
the licensee's request for an exemption.
