This final rulemaking will implement the mandates of Executive Order 13891, Promoting the Rule of Law Through Improved Agency Guidance Documents. DATES: This correction is effective December 14, 2020. On page 72570, column 3, the Signing Authority paragraph should read as follows: ``The Secretary of Veterans Affairs approved this document on November 6, 2020, for publication and authorized the undersigned to sign and submit the document to the Office of the Federal Register for publication electronically as an official document of the Department of Veterans Affairs.''
