AGENCY: Nuclear Regulatory Commission.
ACTION: Notice of submission to the Office of Management and Budget
(OMB) for emergency processing; request for comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) invites public
comment on our request for emergency review for and OMB approval of the
information collection that is summarized below. The information
collection is entitled, ``NRC Online Form, `Request for Alternative to
10 CFR 50.55a(z)(1) and (2).' ''
DATES: Submit comments by September 21, 2020. Comments received after
this date will be considered if it is practical to do so, but the
Commission is able to ensure consideration only for comments received
on or before this date.

B. Submitting Comments
Please include Docket ID NRC-2020-0144 in the subject line of your
comment submission, in order to ensure that the NRC is able to make
your comment submission available to the public in this docket.

II. Background
We are required to publish this notice in the Federal Register
under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C.
Chapter 35). In compliance with the requirement of section
3506(c)(2)(A) of the Paperwork Reduction Act of 1995, we have submitted
to the Office of Management and Budget (OMB) the following requirements
for emergency review. We are requesting an emergency review because the
collection of this information is needed before the expiration of the
normal time limits under OMB's regulations under section 1320.13 of
title 5 of the Code of Federal Regulations (CFR). We cannot reasonably
comply with the normal clearance procedures because an unanticipated
event has occurred, as stated in 5 CFR 1320.13(a)(2)(ii). This
information collection only addresses the incremental burden change to
an existing clearance and not the total burden for the clearance.
1. The title of the information collection: ``NRC Online Form,
`Request for Alternative to 10 CFR 50.55a(z)(1) and (2).' ''
2. OMB approval number: 3150-XXXX.
3. Type of submission: New.
4. The form number, if applicable: There is no form number for the
online submission form.
5. How often the collection is required or requested: On Occasion.
6. Who will be required or asked to respond: All holders of, and
certain applicants for, nuclear power plant construction permits and
operating licenses under the provisions of 10 CFR part 50, ``Domestic
Licensing of Production and Utilization Facilities'' who use
alternatives to the requirements of 10 CFR 50.55a paragraphs (b)
through (h) when authorized by the NRC have the option of using the
online form.
7. The estimated number of annual responses: 120.
8. The estimated number of annual respondents: 120.
9. The estimated number of hours needed annually to comply with the
information collection requirement or request: 240.
10. Abstract: The NRC requested an emergency review of this
information collection in order to obtain approval to use the form for
a period of 6 months. The purpose of this information collection is to
introduce the optional online form for COVID-19 related Requests for
Alternatives that simplifies and reduces the burden of filing of
requests for alternatives described in the following paragraphs. Under
the existing collection under OMB Control No. 3150-0011, licensees are
already able to request alternatives. This information collection only
addresses the incremental burden change to this existing clearance due
to the form and not the total burden for the clearance.
10 CFR 50.55a incorporates by reference Division 1 rules of Section
III, ``Rules for Construction of Nuclear Power Plant Components,'' and
Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant
Components,'' of the American Society of Mechanical Engineers (ASME)
Boiler and Pressure Vessel Code (B&PV Code); and the rules of the ASME
``Code for Operation and Maintenance of Nuclear Power Plants'' (OM
Code). These rules of the ASME B&PV and OM Codes set forth the
requirements to which nuclear power plant components are designed,
constructed, tested, repaired, and inspected. 10 CFR 50.55a(z) allows
applicants to use alternatives to the requirements of 10 CFR 50.55a
paragraphs (b) through (h) when authorized by the NRC. To facilitate
licensees' requests for alternatives to the requirements in the above
regulations, the NRC is providing an optional online form to submit the
required information for a specific alternative request under 10 CFR
50.55a(z).

III. Specific Requests for Comments
The NRC is seeking comments that address the following questions:
1. Is the proposed collection of information necessary for the NRC
to properly perform its functions? Does the information have practical
utility?
2. Is the estimate of the burden of the information collection
accurate?
3. Is there a way to enhance the quality, utility, and clarity of
the information to be collected?
4. How can the burden of the information collection on respondents
be minimized, including the use of automated collection techniques or
other forms of information technology?
