ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: The U.S. Environmental Protection Agency (EPA) has submitted an information collection request (ICR), Institutional Dual Use Research of Concern (iDURC) Policy Compliance (EPA ICR Number 2530.03, OMB Control Number 2080-0082) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through January 31, 2020. Public comments were previously requested via the Federal Register on May 9, 2019, during a 60-day comment period. This notice allows for an additional 30 days for public comments. A fuller description of the ICR is given in this notice, including the ICR's estimated burden and cost to the public. An agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number. Abstract: To comply with the U.S. Government Policy for Institutional Oversight of Life Sciences Dual Use Research of Concern (DURC Policy), EPA must ensure that the institutions subject to DURC Policy appropriately train their laboratory personnel and maintain records of their training. This training is specific to ``dual use research of concern,'' and should include information on how to properly identify DURC, appropriate methods for ensuring research that is determined to be DURC, and that it is conducted and communicated responsibly. Respondent's obligation to respond: Mandatory (Per EPA Order 1000,19: Policy and Procedures for Managing Dual Use Research of Concern). Estimated number of respondents: 40. Changes in Estimates: There is decrease of 52 burden hours in the total estimated respondent burden compared with the ICR currently approved by OMB.
