Lock+TM Hydro Friends Fund XXI, LLC; Notice of Preliminary Permit
Application Accepted for Filing and Soliciting Comments, Motions To
Intervene, and Competing Applications
August 22, 2019.
On March 1, 2019, Lock+TM Hydro Friends Fund XXI, LLC,
filed an application for a preliminary permit, pursuant to section 4(f)
of the Federal Power Act (FPA), proposing to study the feasibility of
the East Branch Dam Hydropower Project to be located at the U.S. Army
Corps of Engineers' (Corps) East Branch Dam on the Clarion River in Elk
County, Pennsylvania. The sole purpose of a preliminary permit, if
issued, is to grant the permit holder priority to file a license
application during the permit term. A preliminary permit does not
authorize the permit holder to perform any land-disturbing activities
or otherwise enter upon lands or waters owned by others without the
owners' express permission.
The proposed project would consist of the following: (1) A new 30-
foot-long, 30-foot-wide, 160-foot-high Large Frame Module; (2) two
turbine-generator units with a total rated capacity of 1.6 megawatts;
(3) a new 4-foot-long, 4-foot-wide, 3-foot-high pad-mounted
transformer; (4) a new 200-foot-long, 13-kilovolt transmission line
connecting the new transformer to an existing distribution line; and
(5) appurtenant facilities. The proposed project would have an annual
generation of 7,100 megawatt-hours.
