Information Collection; Contract Funding--Limitation of Costs/
Funds

AGENCY: Department of Defense (DOD), General Services Administration 
(GSA), and National Aeronautics and Space Administration (NASA).

ACTION: Notice and request for comments.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995 and the 
Office of Management and Budget (OMB) regulations, the Federal 
Acquisition Regulation (FAR) Council invites the public to comment upon 
an extension of a previously approved information collection 
requirement concerning limitation of costs/funds.

DATES: Submit comments on or before August 20, 2019.

SUPPLEMENTARY INFORMATION:

A. Solicitation of Public Comment

    Written comments and suggestions from the public should address one 
or more of the following four points:
    (1) Evaluate whether the collection of information is necessary for 
the proper performance of the functions of the agency, including 
whether the information will have practical utility;
    (2) Evaluate the accuracy of the agency's estimate of the burden of 
the proposed collection of information, including the validity of the 
methodology and assumptions used;
    (3) Enhance the quality, utility, and clarity of the information to 
be collected; and
    (4) Minimize the burden of the collection of information on those 
who are to respond, including through the use of appropriate automated, 
electronic, mechanical, or other technological collection techniques or 
other forms of information technology (e.g. permitting electronic 
submission of responses).

B. Purpose

    In accordance with FAR 52.232-20 and 52.232-22, firms performing 
under fully funded or incrementally funded cost-reimbursement Federal 
contracts are required to notify the contracting officer in writing 
whenever they have reason to believe--
    (1) The costs the contractors expect to incur under the contracts 
in the next 60 days, when added to all costs previously incurred, will 
exceed 75 percent of the estimated cost of the contracts; or (2) The 
total cost for the performance of the contracts will be greater or 
substantially less than estimated.
    As a part of the notification, the contractors must provide a 
revised estimate of total cost. The frequency of this collection of 
information is variable, contingent upon both funding and spending 
patterns.

C. Annual Reporting Burden

    Respondents: 1,928.
    Responses per Respondent: 6.
    Total Annual Responses: 11,568.
    Hours per Response: 0.33.
    Total Burden Hours: 3,817.
