Office of Management and Budget for Review and approval; Comment 
Request; School Survey on Crime and Safety (SSOCS) 2018 and 2020 Update

SUMMARY: In accordance with the Paperwork Reduction Act of 1995, ED is 
proposing a revision of an existing information collection.

DATES: Interested persons are invited to submit comments on or before 
May 6, 2019.

SUPPLEMENTARY INFORMATION: The Department of Education (ED), in 
accordance with the Paperwork Reduction Act of 1995 (PRA) (44 U.S.C. 
3506(c)(2)(A)), provides the general public and Federal agencies with 
an opportunity to comment on proposed, revised, and continuing 
collections of information. This helps the Department assess the impact 
of its information collection requirements and minimize the public's 
reporting burden. It also helps the public understand the Department's 
information collection requirements and provide the requested data in 
the desired format. ED is soliciting comments on the proposed 
information collection request (ICR) that is described below. The 
Department of Education is especially interested in public comment 
addressing the following issues: (1) Is this collection necessary to 
the proper functions of the Department; (2) will this information be 
processed and used in a timely manner; (3) is the estimate of burden 
accurate; (4) how might the Department enhance the quality, utility, 
and clarity of the information to be collected; and (5) how might the 
Department minimize the burden of this collection on the respondents, 
including through the use of information technology. Please note that 
written comments received in response to this notice will be considered 
public records.
    Title of Collection: School Survey on Crime and Safety (SSOCS) 2018 
and 2020 Update.
    OMB Control Number: 1850-0761.
    Type of Review: A revision of an existing information collection.
    Respondents/Affected Public: Individuals or Households.
    Total Estimated Number of Annual Responses: 7,721.
    Total Estimated Number of Annual Burden Hours: 2,947.
    Abstract: The School Survey on Crime and Safety (SSOCS) is a 
nationally representative survey of elementary and secondary school 
principals that serves as the primary source of school-level data on 
crime and safety in public schools. SSOCS is the only recurring federal 
survey collecting detailed information on the incidence, frequency, 
seriousness, and nature of violence affecting students and school 
personnel from the school's perspective. Data are also collected on 
frequency and types of disciplinary actions taken for select offenses; 
perceptions of other disciplinary problems, such as bullying, verbal 
abuse and disorder in the classroom; the presence and role of school 
security staff; parent and community involvement; staff training; 
mental health services available to students; and, school policies and 
programs concerning crime and safety. Prior administrations of SSOCS 
were conducted in 2000, 2004, 2006, 2008, 2010, 2016, and 2018. The 
2018 and 2020 SSOCS full-scale data collections were approved in July 
2017 with the latest change request approved in May 2018 (OMB# 1850-
0761 v.15). This request adds updates for the 2020 SSOCS full-scale 
data collection

involving revisions to: (1) The approved incentive and web experiments, 
(2) communication materials, and (3) SSOCS:2020 questionnaire 
(nonsubstantive changes and removal of items).
