II. Discussion
On January 31, 2019, the NRC published a document in the Federal
Register (84 FR 574) requesting comments on whether it should proceed
with a rulemaking to promulgate a generic set of regulations for the
operation of ISR facilities, including ground water protection
requirements, to standardize existing NRC ISR licensing and oversight
practices. The public comment period was originally scheduled to close
on March 4, 2019. By letter dated February 20, 2019 (ADAMS Accession
No. ML19052A425), the National Resources Defense Council, on behalf of
itself and the New Mexico Environmental Law Center, Energy &
Conservation Law, the Powder River Basin Resource Center, and the
Western Mining Action Project, requested that the NRC extend the
deadline to comment by 60 days. The NRC is granting this request and
will extend the public comment period until May 3, 2019, to allow more
time for members of the public to submit their comments.
Dated at Rockville, Maryland, this 25th day of February 2019.
