Submission for OMB Review; Comment Request
November 20, 2018.
The Department of Agriculture has submitted the following
information collection requirement(s) to OMB for review and clearance
under the Paperwork Reduction Act of 1995, Public Law 104-13. Comments
are requested regarding (1) whether the collection of information is
necessary for the proper performance of the functions of the agency,
including whether the information will have practical utility; (2) the
accuracy of the agency's estimate of burden including the validity of
the methodology and assumptions used; (3) ways to enhance the quality,
utility and clarity of the information to be collected; and (4) ways to
minimize the burden of the collection of information on those who are
to respond, including through the use of appropriate automated,
electronic, mechanical, or other technological collection techniques or
other forms of information technology.

Animal & Plant Health Inspection Service
Title: Importation of Fresh Peppers from Peru Into the Continental
United States and the Territories.
OMB Control Number: 0579-0434.
Summary of Collection: The Plant Protection Act (PPA, 7 U.S.C. 7701
et seq.) authorizes the Secretary of Agriculture to restrict the
importation, entry, or interstate movement of plants, plant products,
and other articles to prevent the introduction of plant pests into the
United States or their dissemination within the United States.
Regulations authorized by the PPA concerning the importation of fruits
and vegetables into the United States from certain parts of the world
are contained in ``Subpart--Fruits and Vegetables'' (7 CFR 319.56-1
through 319.56-83).
Need and Use of the Information: The regulations in Sec.
[thinsp]319.56-73 allow the importation of fresh peppers into the
continental United States and the Territories from Peru. As a condition
of entry, the peppers must be produced in accordance with a systems
approach that includes requirements for operational workplans, quality
control programs, fruit fly trapping, pre-harvest production site
inspections, production site and packinghouse registration, emergency
action notifications, notices of arrival for imports, and packinghouse
procedures designed to exclude quarantine pests. The peppers are also
required to be imported in commercial consignments and accompanied by a
phytosanitary certificate issued by the national plant protection
organization (NPPO) of Peru with an additional declaration stating that
the consignment was produced in accordance with the systems approach
outlined in the regulations. These actions allow for the importation of
fresh peppers from Peru while continuing to provide protection against
the introduction of plant pests into the United States and the
Territories.
