Use of Accreditation in Lieu of Commercial Grade Surveys for
Procurement of Laboratory Calibration and Test Services
AGENCY: Nuclear Regulatory Commission.
ACTION: Draft regulatory issue summary; request for comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) is seeking public
comment on a draft regulatory issue summary (RIS), RIS 2015-0188,
``Nuclear Energy Institute Guidance for the use of Accreditation in
lieu of Commercial Grade Surveys for Procurement of Laboratory
Calibration and Test Services.'' This RIS informs addressees of
guidance prepared by the Nuclear Energy Institute for procurement of
calibration and testing services performed by domestic and
international laboratories, which the NRC staff has found acceptable
for use.
DATES: Submit comments by October 9, 2015. Comments received after this
date will be considered if it is practical to do so, but the Commission
is able to assure consideration only for comments received before this
date.

II. Discussion
The NRC is requesting public comments on a draft RIS. The NRC
issues RISs to communicate with stakeholders on a broad range of
regulatory matters. This may include communicating and restating staff
technical positions on regulatory matters. The NRC staff has developed
draft RIS 2015-0188, to inform addressees of industry implementation
guidance developed by the Nuclear Energy Institute, Revision 1 to NEI
14-05, ``Guidelines for the Use of Accreditation in Lieu of Commercial
Grade Surveys for Procurement of Laboratory Calibration and Test
Services,'' Revision 1 (ADAMS Accession No. ML14245A391), which the NRC
staff has found acceptable for use with respect to procurement of
calibration and testing services performed by domestic and
international laboratories. The draft RIS 2015-0188, is available in
ADAMS under Accession No. ML15090A236.
