Information Collection; ``Rules of General Applicability to
Domestic Licensing of Byproduct Material''
AGENCY: Nuclear Regulatory Commission.
ACTION: Renewal of existing information collection; request for
comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) invites public
comment on the renewal of Office of Management and Budget (OMB)
approval for an existing collection of information. The information
collection is entitled, ``Rules of General Applicability to Domestic
Licensing of Byproduct Material.''
DATES: Submit comments by August 24, 2015. Comments received after this
date will be considered if it is practical to do so, but the Commission
is able to ensure consideration only for comments received on or before
this date.

The NRC cautions you not to include identifying or contact

II. Background
In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C.
chapter 35), the NRC is requesting public comment on its intention to
request the OMB's approval for the information collection summarized
below.
1. The title of the information collection: 10 CFR part 30, ``Rules
of General Applicability to Domestic Licensing of Byproduct Material.''
2. OMB approval number: 3150-0017.
3. Type of submission: Extension.
4. The form number, if applicable: Not applicable.
5. How often the collection is required or requested: Required
reports are collected and evaluated on a continuing basis as events
occur. There is a one-time submittal of information to receive a
license. Renewal applications are submitted every 10 years. Information
submitted in previous applications may be referenced without being
resubmitted. In addition, recordkeeping must be performed on an on-
going basis.
6. Who will be required or asked to respond: All persons applying
for or holding a license to manufacture, produce, transfer, receive,
acquire, own, possess, or use radioactive byproduct material.
7. The estimated number of annual responses: 179,423 (22,044 NRC
Licensee responses [1,212 reporting responses + 2,600 for recordkeeping
+ 18,232 third-party disclosures] and (157,379 Agreement State Licensee
responses [13,790 reporting responses + 17,988 for recordkeeping +
125,601 third-party disclosures]).
8. The estimated number of annual respondents: 20,588 (2,600 NRC
licensees and 17,988 Agreement State licensees).
9. The estimated number of hours needed annually to comply with the
information collection requirement or request: 273,991 (NRC licensees
32,803 hours [15,318 hours for reporting + 15,615 hours for
recordkeeping + 1,870 hours for third-party disclosures] and Agreement
State licensees 241,188 hours [111,209 hours for reporting + 117,091
hours for recordkeeping + 12,888 hours for third-party disclosures]).
10. Abstract: Title 10 of the Code of Federal Regulations (10 CFR)
part 30 establishes requirements that are applicable to all persons in
the United States governing domestic licensing of radioactive byproduct
material. The application, reporting and recordkeeping requirements are
necessary to permit the NRC to make a determination whether the
possession, use, and transfer of byproduct material is in conformance
with the Commission's regulations for protection of the public health
and safety.

III. Specific Requests for Comments
The NRC is seeking comments that address the following questions:
1. Is the proposed collection of information necessary for the NRC
to properly perform its functions? Does the information have practical
utility?
2. Is the estimate of the burden of the information collection
accurate?
3. Is there a way to enhance the quality, utility, and clarity of
the information to be collected?
4. How can the burden of the information collection on respondents
be minimized, including the use of automated collection techniques or
other forms of information technology?
