Draft Guidance for Reciprocity
AGENCY: Nuclear Regulatory Commission.
ACTION: Draft NUREG; request for comments.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) is revising its
licensing guidance for reciprocity. The NRC is requesting public
comment on draft NUREG-1556, Volume 19, Revision 1, ``Consolidated
Guidance about Materials Licenses: Guidance for Agreement State
Licensees about NRC Form 241 `Report of Proposed Activities in Non-
Agreement States, Areas of Exclusive Federal Jurisdiction, of Offshore
Waters' and Guidance for NRC Licensees Proposing to Work in Agreement
State Jurisdiction (Reciprocity).'' The document has been updated from
the previous revision to include safety culture, security of
radioactive materials, protection of sensitive information, and changes
in regulatory policies and practices. This document is intended for use
by applicants, licensees, and the NRC staff and will also be available
to Agreement States.
DATES: Submit comments by September 30, 2013. Comments received after
this date will be considered if it is practical to do so, but the NRC
is only able to assure consideration of comments received on or before
this date.

II. Further Information
The NUREG provides guidance to an applicant applying to perform
work under reciprocity and provides the NRC criteria for evaluating a
reciprocity application. The purpose of this notice is to provide the
public with an opportunity to review and provide comments on draft
NUREG-1556, Volume 19, Revision 1; ``Consolidated Guidance about
Materials Licenses: Guidance for Agreement State Licensees about NRC
Form 241 `Report of Proposed Activities in Non-Agreement States, Areas
of Exclusive Federal Jurisdiction, of Offshore Waters' and Guidance for
NRC Licensees Proposing to Work in Agreement State Jurisdiction
(Reciprocity).'' These comments will be considered in the final version
or subsequent revisions.
