Test Documentation for Digital Computer Software Used in Safety
Systems of Nuclear Power Plants
AGENCY: Nuclear Regulatory Commission.
ACTION: Draft regulatory guide; request for comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC or the Commission)
is issuing for public comment draft regulatory guide (DG), DG-1207,
``Test Documentation for Digital Computer Software used in Safety
Systems of Nuclear Power Plants.'' The DG-1207 is proposed Revision 1
of RG 1.170, dated September 1997. This revision endorses, with
clarifications, the enhanced consensus practices for test documentation
for software and computer systems as described in the Institute of
Electrical and Electronics Engineers (IEEE) Standard 829-2008, ``IEEE
Standard for Software and System Test Documentation.''
DATES: Submit comments by November 23, 2012. Comments received after
this date will be considered if it is practical to do so, but the NRC
is able to ensure consideration only for comments received on or before
this date. Although a time limit is given, comments and suggestions in
connection with items for inclusion in guides currently being developed
or improvements in all published guides are encouraged at any time.

II. Further Information
The NRC is issuing for public comment a draft guide in the NRC's
``Regulatory Guide'' series. This series was developed to describe and
make available to the public such information as methods that are
acceptable to the NRC staff for implementing specific parts of the
NRC's regulations, techniques that the staff uses in evaluating
specific problems or postulated accidents, and data that the staff
needs in its review of applications for permits and licenses.
The draft regulatory guide entitled ``Test Documentation for
Digital Computer Software Used in Safety Systems of Nuclear Power
Plants'' is temporarily identified by its task number, DG-1207. The DG-
1207 is proposed Revision 1 of Regulatory Guide 1.170, ``Test
Documentation for Digital Computer Software Used in Safety Systems of
Nuclear Power Plants'' dated September 1997.
This regulatory guide endorses IEEE Std. 829-2008, ``IEEE Standard
for Software and System Test Documentation,'' issued 2008, with the
exceptions stated in the regulatory positions. IEEE Std. 829-2008
describes methods acceptable to the NRC staff for use in complying with
the NRC's regulations with respect to software and system test
documentation for digital computer software used in the safety systems
of nuclear power plants. In particular, the methods are consistent with
Title 10, of the Code of Federal Regulations, Part 50, ``Domestic
Licensing of Production and Utilization Facilities,'' Appendix A,
``General Design Criteria for Nuclear Power Plants,'' General Design
Criterion 1, ``Quality Standards and Records,'' which requires, in
part, that a quality assurance program be established and implemented
to provide adequate assurance that systems and components important to
safety will satisfactorily perform their safety functions.
This DG is part of a series of 6 complimentary guides addressing
the issue of digital software in power plant applications. The
