Verification, Validation, Reviews, and Audits for Digital
Computer Software Used in Safety Systems of Nuclear Power Plants
AGENCY: Nuclear Regulatory Commission.
ACTION: Draft regulatory guide; request for comment.

SUMMARY: The U.S. Nuclear Regulatory Commission (NRC or the Commission)
is issuing for public comment draft regulatory guide (DG), DG-1267,
``Verification, Validation, Reviews, and Audits for Digital Computer
Software used in Safety Systems of Nuclear Power Plants.''
The DG-1210 is proposed Revision 2 of Regulatory Guide (RG) 1.168,
dated February 2004. This revision endorses, with clarifications and
exceptions, the consensus practices for complying with NRC regulations
promoting the development of, and compliance with, software
verification and validation reviews and audits described in the
Institute of Electrical and Electronics Engineers (IEEE) Standard 1012-
2004, ``IEEE Standard for Software Verification and Validation'' and
IEEE Standard 1028-2008, ``IEEE Standard for Software Reviews and
Audits.''
The NRC is soliciting stakeholder feedback on the following
question--Should RG 1.168 be revised to endorse IEEE Std. 1012-2012
rather than IEEE Std. 1012-2004? IEEE Std. 1012-2012 expands the scope
of IEEE Std. 1012-2004 to include verification and validation (V&V)
task guidance for systems, software and hardware while IEEE Std. 1012-
2004 only provides software V&V task guidance.
DATES: Submit comments by November 23, 2012. Comments received after
this date will be considered if it is practical to do so, but the NRC
is able to ensure consideration only for comments received on or before
this date. Although a time limit is given, comments and suggestions in
connection with items for inclusion in guides currently being developed
or improvements in all published guides are encouraged at any time.

II. Further Information
The NRC is issuing for public comment a draft guide in the NRC's
``Regulatory Guide'' series. This series was developed to describe and
make available to the public such information as methods that are
acceptable to the NRC staff for implementing specific parts of the
NRC's regulations, techniques that the staff uses in evaluating
specific problems or postulated accidents, and data that the staff
needs in its review of applications for permits and licenses.
The draft regulatory guide entitled ``Verification, Validation,
Reviews, and Audits for Digital Computer Software used in Safety
Systems of Nuclear Power Plants'' is temporarily identified by its task
number, DG-1267. The DG-1267 is proposed Revision 2 of RG 1.168,
``Verification, Validation, Reviews, and Audits for Digital Computer
Software used in Safety Systems of Nuclear Power Plants'' dated
February 2004.
This RG endorses with clarifications and exceptions, the consensus
practices for complying with NRC regulations promoting the development
of, and compliance with, software verification and validation reviews
and audits described in IEEE Std. 1012-2004, ``IEEE Standard for
Software Verification and Validation'' and IEEE Std. 1028-2008, ``IEEE
Standard for Software Reviews and Audits.'' These 2 IEEE standards
describe methods acceptable to the NRC staff for use in complying with
the NRC's regulations with respect to software verification and
auditing of digital computer software used in the safety systems of
nuclear power plants. In particular, the methods are consistent with
part 50 of Title 10 of the Code of Federal Regulations (10 CFR),
``Domestic Licensing of Production and Utilization Facilities,''
Appendix A, ``General Design Criteria for Nuclear Power Plants,''
General Design Criterion 1, ``Quality Standards and Records,'' which
requires, in part, that a quality assurance program be established and
implemented to provide adequate assurance that systems and components
important to safety will satisfactorily perform their safety functions.
This draft regulatory guide is part of a series of 6 complimentary
guides addressing the issue of digital software in power plant
