Announcement of Funding Awards for the Community Challenge
Planning Grant Program for Fiscal Year 2011

ACTION: Announcement of funding awards.

SUMMARY: In accordance with Section 102(a)(4)(C) of the Department of
Housing and Urban Development Reform Act of 1989, this announcement
notifies the public of funding decisions made by the Department in a
competition for funding under the Fiscal Year 2011 (FY 2011) Notice of
Funding Availability (NOFA) for the Community Challenge Planning Grant
Program (Challenge Grants). This announcement contains the consolidated
names and addresses of this year's award recipients.

SUPPLEMENTARY INFORMATION: The Community Challenge Planning Grant
Program fosters reform and reduces barriers to achieving affordable,
economically vital, and sustainable communities. Such efforts may
include amending or replacing local master plans, zoning codes, and
building codes, either on a jurisdiction-wide basis or in a specific
neighborhood, district, corridor, or sector to promote mixed-use
development, affordable housing, the reuse of older buildings and
structures for new purposes, and similar activities with the goal of
promoting sustainability at the local or neighborhood level. This
Program also

supports the development of affordable housing through the development
and adoption of inclusionary zoning ordinances and other activities to
support plan implementation.
The FY 2011 awards announced in this Notice were selected for
funding in a competition posted on Grants.gov and HUD's Web site on
July 27, 2011. Applications were scored and selected for funding based
on the selection criteria in that NOFA. The amount appropriated in FY
2011 to fund the Challenge Grant Program was $30 million of which $1
million had been reserved for capacity support grants distributed
separately. This notice announces the allocation of $28 million for
Community Challenge Planning Grants, of which not less than $3 million
is awarded to jurisdictions with populations of less than 50,000.
In accordance with Section 102 (a)(4)(C) of the Department of
Housing and Urban Development Reform Act of 1989 (103 Stat.1987, 42
U.S.C. 3545), the Department is publishing the names, addresses, and
amounts of the 27 awards made under the competition in Appendix A to
this document.
