I. Introduction

    The U.S. Nuclear Regulatory Commission (NRC) is issuing a revision 
to an existing guide in the agency's ``Regulatory Guide'' series. This 
series was developed to describe and make available to the public 
information such as methods that are acceptable to the NRC staff for 
implementing specific parts of the agency's regulations, techniques 
that the staff uses in evaluating specific problems or postulated 
accidents, and data that the staff needs in its review of applications 
for permits and licenses.
    Revision 2 of Regulatory Guide 1.125, ``Physical Models for Design, 
and Operation of Hydraulic Structures and Systems for Nuclear Power 
Plants,'' was issued with a temporary identification as Draft 
Regulatory Guide, DG-1198. This guide describes the detail and 
documentation of data and studies that an applicant should include in 
the preliminary and/or final safety analysis report (PSAR/FSAR) to 
support the use of physical hydraulic model testing for predicting the 
performance of hydraulic structures and systems for nuclear power 
plants. Hydraulic structures are defined as anything that can be used 
to divert, restrict, stop, or otherwise manage the natural flow of 
water. The regulatory position of this guide is applicable only to 
physical models used to predict the action or interaction of surface 
waters with features located outside the containment. The 
recommendations of this guide do not apply to internal plant systems or

    In July 2008, DG-1198 was published with a public comment period of 
60 days from the issuance of the guide. The public comment period 
closed on September 5, 2008. The staff's responses to the public 
comments are located in the NRC's Agencywide Documents Access and
