Tennessee Valley Authority; Notice of Withdrawal of Application 
for Amendment to Facility Operating License

    The U.S. Nuclear Regulatory Commission (the Commission) has granted 
the request of Tennessee Valley Authority (the licensee) to withdraw 
its December 13, 2002, application for proposed amendment to Facility 
Operating License No. NPF-90 for the Watts Bar Nuclear Plant (WBN), 
Unit 1, located in Rhea County, Tennessee.
    The proposed amendment would have revised the WBN Unit 1, Technical 
Specifications to add two new sections, 3.7.16, ``Shutdown Board Room 
(SDBR) Air Conditioning System (ACS),'' and 3.7.17, ``Elevation 772.0 
480 Volt Board Room Air Conditioning (AC) systems.''
    The Commission had previously issued a Notice of Consideration of 
Issuance of Amendment published in the Federal Register on March 18, 
2003 (68 FR 12958). However, by letter dated April 30, 2004, the 
licensee withdrew the proposed change.
    For further details with respect to this action, see the 
application for amendment dated December 13, 2002, and the licensee's 
letter dated April 30, 2004, which withdrew the application for license
