Northeast Nuclear Energy Company, et al.; Millstone Nuclear Power 
Station, Unit No. 3; Notice of Withdrawal of Application for Amendment 
to Facility Operating License

    The U.S. Nuclear Regulatory Commission (the Commission) has granted 
the request of Northeast Nuclear Energy Company (the licensee) to 
withdraw its May 1, 1995, application, as supplemented October 20, 
1995, and March 11, 1999, for proposed amendment to Facility Operating 
License No. NPF-49 for the Millstone Nuclear Power Station, Unit No. 3, 
located in New London County, Connecticut.
    The proposed amendment would have revised the facility technical 
specifications pertaining to the steam generator tube inspection 
surveillance interval, extending the interval from the current 18-month 
to a 24-month fuel cycle.
    The Commission had previously issued a Notice of Consideration of 
Issuance of Amendment published in the Federal Register on November 27, 
1995 (60 FR 58402). However, by letter dated October 5, 1999, as 
supplemented November 9, 1999, the licensee withdrew the proposed 
change.
    For further details with respect to this action, see the 
application for amendment dated May 1, 1995, as supplemented October 
20, 1995, and March 11, 1999, and the licensee's letters dated October 
5 and November 9, 1999, that withdrew the application for license 
amendment.
