Midwest Independent Transmission System Operator, Inc.; Notice of 
Application

November 5, 1999.
    Take notice that on October 29, 1999, Midwest Independent 
Transmission System Operator, Inc. (Midwest ISO) submitted an 
application, under Section 204 of the Federal Power Act, for 
authorization to assume short-term debt and/or obtain loans, lines of 
credit or other evidences of indebtedness, as necessary, regardless of 
the source of such loans, lines of credit or other evidences of 
indebtedness, from time to time for a period of 364 days from the date 
of an order from the Commission authorizing such issuance, with no more 
than $50 million outstanding at any one time. The Midwest ISO also 
requests that the Commission waive its competitive bidding or 
negotiated placement requirements of 18 CFR 34.2.
    Any person desiring to be heard or to protest said filing should 
file a motion to intervene or a protest with the Federal Energy 
Regulatory Commission, 888 First Street, NE, Washington, DC 20426, in 
accordance with Rules 211 and 214 of the Commission's Rules of Practice 
and Procedure (18 CFR 385.211 and 385.214). All such motions and 
protests should be filed on or before November 18, 1999. Protests will 
be considered by the Commission to determine the appropriate action to 
be taken, but will not serve to make protestants parties to the 
proceedings. Any person wishing to become a party must file a motion to 
intervene. Copies of this filing are on file with the Commission and
