Mid-Atlantic Fishery Management Council; Public Meetings

AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and 
Atmospheric Administration (NOAA), Commerce.

ACTION: Notice of public meeting.

SUMMARY: The Mid-Atlantic Fishery Management Council (Council) will 
hold a public meeting.

DATES: The meeting will be held on Monday, November 22, 1999 to 
Tuesday, November 23, 1999. On Monday, November 22nd, 
Council will meet from 1:00-5:00 p.m. On Tuesday, November 
23rd, Council will meet from 8:00 a.m. until 5:00 p.m.

SUPPLEMENTARY INFORMATION: The Council will address and, if necessary, 
comment on NMFS' proposed rules regarding implementation of the 
Council's commercial fishing specification for 2000 regarding squid, 
mackerel, butterfish, surfclam, ocean quahogs, summer flounder, scup, 
black sea bass, and bluefish. Should proposed rules not be available, 
the Council will review and evaluate scup management measures and 
options previously proposed to the Agency. The Council will also review 
and, if appropriate, provide comments on the Agency's notice to 
finalize its interim final rule to implement Essential Fish Habitat 
provisions of the Sustainable Fisheries Act. The Council will receive 
the Tilefish Committee Report and consider adoption of the Tilefish 
Fishery Management Plan for Secretarial submission. It is anticipated 
that this session will be the last session for the public to comment on 
the Council's Draft Tilefish FMP.
    Although non-emergency issues not contained in this agenda may come 
before this Council for discussion, these issues may not be the subject 
of formal Council action during this meeting. Council action will be 
restricted to those issues specifically listed in this notice and any 
issues arising after publication of this notice that require emergency 
action under section 305(c) of the Magnuson-Stevens Act, provided the 
public has been notified of the Council's intent to take final action 
to address the emergency.
