Delegation of Authority 235

    By virtue of the authority vested in the Secretary of State by the 
laws of the United States, including section 1 of the Department of 
State Basic Authorities Act (22 U.S.C. 2651a), I hereby delegate to the 
Under Secretary of State for Political Affairs the authority to perform 
all functions conferred upon the Secretary of State by Executive Order 
No. 13129 of July 4, 1999, entitled ``Blocking Property and Prohibiting 
Transactions With the Taliban.'' Notwithstanding this delegation of 
authority, the Secretary of State or the Deputy Secretary of State may 
at any time exercise any authority conferred upon the Secretary by this 
Executive Order. Actions within the scope of this delegation heretofore 
taken are hereby ratified and confirmed.
    This Delegation of Authority shall be published in the Federal 
Register and shall be effective upon date of signature.
