[Declaration of Disaster #3216; Amendment #1]


State of New York

    In accordance with a notice received from the Federal Emergency 
Management Agency dated September 30, 1999, the above-numbered 
Declaration is hereby amended to include Albany, Dutchess, Greene, 
Rensselaer, Schenectady, and Ulster Counties in the State of New York 
as a disaster area due to damages caused by Hurricane Floyd beginning 
on September 16, 1999 and continuing.
    In addition, applications for economic injury loans from small 
businesses located in the following contiguous counties may be filed 
until the specified date at the previously designated location: 
Columbia, Delaware, Fulton, Montgomery, Saratoga, Schoharie, and 
Washington Counties in New York; Bennington County, Vermont; and 
Berkshire County, Massachusetts.
    All other information remains the same, i.e., the deadline for 
filing applications for physical damage is November 17, 1999 and for 
economic injury the deadline is June 19, 2000.
    The economic injury number for the State of Massachusetts is 
9F1700.
