Extension of Comment Period for the Proposed Identification and 
Listing of Hazardous Waste/Dye and Pigment Wastes

AGENCY: Environmental Protection Agency.

ACTION: Proposed rule; extension of comment period.

SUMMARY: The U.S. Environmental Protection Agency (EPA or Agency) is 
extending the comment period for the proposed listing determination for 
dyes and pigments, which appeared in the Federal Register on July 23, 
1999 (64 FR 40192). The public comment period for this proposed rule 
was to end on September 21, 1999. The purpose of this notice is to 
extend the comment period to end on October 21, 1999.

DATES: EPA will accept public comments on this proposed listing 
determination until October 21, 1999; comments postmarked after this 
date will be marked ``late'' and may not be considered.

ADDRESSES: The public must send an original and two copies of their 
comments to EPA RCRA Docket Number F-1999-DPIP-FFFFF, RCRA Information 
Center (5305W), U.S. EPA, 401 M Street, SW., Washington, DC. To hand-

SUPPLEMENTARY INFORMATION: This proposed rule was issued under section 
3001(b) of RCRA. EPA proposed to list as hazardous certain wastes 
generated from the production of certain dyes and pigments because 
these wastes present a substantial present or potential risk to human 
health or the environment. See 64 FR 40192 (July 23, 1999) for a more 
detailed explanation of the proposed rule.
    The comment period for this proposed rule was scheduled to end on 
September 21, 1999. However, several commenters have requested that EPA 
extend the comment period by 30 days. EPA is extending the comment 
period until October 21, 1999.
    As noted in the proposed rule, you should identify any comments in 
electronic format with the docket number F-1999-DPIP-FFFFF. You must 
submit all electronic comments as an ASCII (text) file, avoiding the 
use of special characters and any form of encryption. If you do not 
submit comments electronically, EPA is asking prospective commenters to 
voluntarily submit one additional copy of their comments on labeled 
personal computer diskettes in ASCII (text) format or a word processing 
format that can be converted to ASCII (text). It is essential to 
specify on the disk label the word processing software and version/
edition as well as the commenter's name. This will allow EPA to convert 
the comments into one of the word processing formats utilized by the 
Agency. Please use mailing envelopes designed to physically protect the 
submitted diskettes. EPA emphasizes that submission of comments on 
diskettes is not mandatory, nor will it result in any advantage or 
disadvantage to any commenter. Supporting documents in the docket for 
this Notice are also available in electronic format on the Internet.
