Approval and Promulgation of State Plans for Designated
Facilities and Pollutants; Maryland; Control of Emissions from Existing
Municipal Solid Waste Landfills
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: EPA proposes to approve the municipal solid waste landfill
111(d) plan submitted by the Air and Radiation Management
Administration, Maryland Department of the Environment (MDE) on March
23, 1999 for the purpose of controlling landfill gas emissions from
existing municipal solid waste (MSW) landfills. In the final rules
section of the Federal Register, EPA is approving the plan. A detailed
rationale for the approval is set forth in the direct final rule. If no
adverse comments are received in response to this rule, no further
activity is contemplated in relation to this rule. If EPA receives
relevant adverse comments, the direct final rule will be withdrawn and
all public comments received will be addressed in a subsequent final
rule based on this proposed rule. EPA will not institute a second
comment period on this document. Any parties interested in commenting
on this document should do so at this time.
