Safety Standards for Self-Rescue Devices in Underground Coal and 
Underground Metal and Nonmetal Mines

AGENCY: Mine Safety and Health Administration, Labor.

ACTION: Extension of comment period.

SUMMARY: This document extends the public comment period for the 
Advance Notice of Proposed Rulemaking (ANPRM) published in the Federal 
Register on July 7, 1999. The ANPRM addressed safety standards for 
self-rescue devices in underground coal and underground metal and 
nonmetal mines.

DATES: Submit your comments on or before September 7, 1999.

SUPPLEMENTARY INFORMATION: We held a joint conference with the National 
Institute for Occupational Safety and Health in Beckley, West Virginia 
on June 15 and 16, 1999. This conference provided an opportunity for 
all segments of the mining community to discuss issues related to self-
rescue devices. Using information developed at the conference, we 
published an ANPRM in the Federal Register on July 7 (64 FR 36632). In 
the ANPRM, we requested comments on issues discussed at the conference 
and other issues dealing with self-rescue devices. The comment period 
was to close on August 6, 1999.

    At the request of a segment of the mining community to extend the 
time to submit comments, we are extending the comment period. The 
comment period will close September 7, 1999. We believe that this will 
provide sufficient time for all interested parties to review the ANPRM 
and submit comments.
