The Applicable Statute

Unless otherwise indicated, all citations to the Tariff Act of
1930, as amended (the Act) are to the provisions effective January 1,
1995, the effective date of the amendments made to the Act by the
Uruguay Round Agreements Act. In addition, unless otherwise indicated,
all citations to the Department's regulations are to 19 CFR part 351
(1998).

Background

On September 30, 1998, the Department of Commerce (the Department)
received a request from Yancheng Baolong Biochemical Products Co., Ltd.
for a new shipper review of the antidumping order on freshwater
crawfish tail meat from the People's Republic of China. On October 30,
1998, the Department initiated this new shipper review covering the
period of March 26, 1997 through August 31, 1998 (63 FR 59762,
published November 5, 1999).

Extension of Time Limits for Preliminary Results

Because of the complexities enumerated in the Memorandum from
Joseph A. Spetrini to Robert S. LaRussa, Extension of Time Limit for
the Preliminary Results of Antidumping Duty New Shipper Review of
Freshwater Crawfish Tail Meat from the PRC, dated July 7, 1999, it is
not practicable to complete these reviews within the time limits
mandated by sections 751(a)(2)(B)(iv) of the Act.
Therefore, the Department is extending the time limits for the
preliminary results to August 26, 1999. This extension of time limits
is in accordance with section 751(a)(2)(B)(iv) of the Act.

    Dated: July 8, 1999.
Edward Yang,
Acting Deputy Assistant Secretary Enforcement Group III.
