Submission of OMB Review; Comment Request

    Title: National Survey of Child and Adolescent Well-Being (NSCAW).
    OMB No.: New.
    Description: Title V, Section 429A, in the amendments to Title IV-B 
of the Social Security Act authorizes the Secretary of Health and Human 
Services to conduct a national random sample study of child welfare. 
The NSCAW fulfills the intent of that legislation, and responds to a 
growing need for better understanding of the child welfare system and 
the children and families who come into contact with it. The survey 
will collect data through interviews and assessments with a national 
sample of 6,700 children along with their parents, caregivers (such as 
foster parents), teachers, and caseworkers and other agency personnel 
to assess the characteristics of children and families who come into 
contact with the child welfare system, the services they need and 
receive, and the

outcomes for those children and families. Information will be collected 
from all respondents at the time the child enters the child welfare 
system, with three subsequent annual follow-ups. In addition, some 
information will be collected from parents or caregivers and 
caseworkers midway between the annual collections. The information will 
provide national estimates on characteristics of children and families 
in the child welfare system, and will be used to guide child welfare 
policy and practice, as well as to provide new insights into the 
antecedents and consequences of child maltreatment.
