AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed on behalf of Mountain West Broadcasting, requesting the allotment 
of Channel 221A to Summit City, California, as that locality's first 
local aural transmission service. Information is requested regarding 
the attributes of Summit City, California, to determine whether it is a 
bona fide community for allotment purposes. Coordinates used for this 
proposal are 40-39-19 NL and 122-24-10 WL.
DATES: Comments must be filed on or before July 12, 1999, and reply 
comments on or before July 27, 1999.

    Provisions of the Regulatory Flexibility Act of 1980 do not apply
