Firstmiss Steel, Inc., Hollsopple, Pennsylvania; Notice of
Affirmative Determination Regarding Application for Reconsideration

By letter of February 3, 1999, the United Steelworkers of America
requested administrative reconsideration of the Department of Labor's
Notice of Negative Determination Regarding Eligibility To Apply for
Worker Adjustment Assistance for workers of the subject firm. The
denial notice was signed on January 29, 1999, and published in the
Federal Register on February 25, 1999 (64 FR 9353).
The petitioner presents evidence that the Department's customer
survey was incomplete.

Conclusion

After careful review of the application, I conclude that the claim
is of sufficient weight to justify reconsideration of the Department of
Labor's prior decision. The application is, therefore, granted.

Signed at Washington, DC, this 5th day of April, 1999.
Grant D. Beale,
Acting Director, Office of Trade Adjustment Assistance.
