Prepayment Audit Authority Granted to the Agency for 
International Development

AGENCY: Federal Supply Service, GSA.

ACTION: Notification of prepayment audit authority.

SUMMARY: The General Services Administration has determined that it is 
cost-effective and in the public interest to grant prepayment audit 
authority to the U.S. Agency for International Development.

SUPPLEMENTARY INFORMATION: Pursuant to the authority vested in me by 
Section 3726 of Title 31, U.S.C., I have determined that it is both 
cost-effective and in the public interest to delegate authority to the 
U.S. Agency for International Development (USAID) to conduct a 
prepayment audit of its foreign and domestic household goods and 
transportation bills, subject to the Federal Property Management 
Regulations, 41 CFR 101-41, and amendments thereto. These prepayment 
audits will be conducted by a General Services Administration (GSA) 
contractor, at the contractor's site. USAID may re-delegate this 
authority to any officer, official, or employee of USAID.
    The Administrator of USAID shall notify GSA in writing of 
additional delegations.
