Jacobson; Notice of Availability of Draft Environmental Assessment and Soliciting Comments April 14, 1999. A draft environmental assessment (DEA) is available for public review. The DEA is for an amendment of license for the unconstructed Jacobson Hydro No. 1 Project (FERC No. 4515). Specifically, the licensee proposes to move the project's powerhouse upstream to the project dam and reduce the project's installed generating capacity. The DEA finds that the proposed revocation would not constitute a major federal action significantly affecting the quality of the human environment. The Jacobson Hydro No. 1 Project is located on the Colorado River near the City of Palisade, Mesa County, Colorado. The DEA was written by staff in the Office of Hydropower Licensing, Federal Energy Regulatory Commission.
