Approval and Promulgation of Air Quality Implementation Plans; 
District of Columbia; Withdrawal of Final Rule

AGENCY: Environmental Protection Agency (EPA).

ACTION: Withdrawal of notice of final rulemaking.

SUMMARY: Because EPA received adverse comments, EPA is withdrawing the 
direct final rule for the conditional approval of revisions to the 
District of Columbia state implementation plan (SIP). EPA published the 
direct final rule on February 25, 1999 (64 FR 9272), conditionally 
approving the District of Columbia's requirements for reasonably 
available control technology (RACT) on major sources of nitrogen 
oxides. EPA stated in the direct final rule that if EPA received 
adverse comments by March 29, 1999, EPA would publish a timely notice 
of withdrawal in the Federal Register. EPA subsequently received 
adverse comments on that direct final rule. EPA will address the 
comments received in a subsequent final action and issue a final rule 
based on the parallel proposal also published on February 25, 1999 (64 
FR 9289). As stated in the parallel proposal, EPA will not institute a 
second comment period on this action.
