    Take notice that the following filings have been made with the 
Commission:

1. NUI Corp.-NUI Energy Brokers

[Docket No. ER96-2580-009]

    Take notice that on December 9, 1998, the above-mentioned power 
marketer filed quarterly reports with the Commission in the above-
mentioned proceeding for information only. This filing is available for 
public inspection and copying in the Public Reference Room or on the 
internet under Records Information Management System (RIMS) for viewing 
and downloading.

2. Business Discount Plan, Inc.

[Docket No. ER99-581-000]

    Take notice that on December 7, 1998, Business Discount Plan, Inc., 
tendered for filing an amendment to its November 12, 1998, Petition for 
Acceptance of Initial Rate Schedule, Waivers and Blanket Authority 
filed in the above-referenced docket.
    Comment date: December 28, 1998, in accordance with Standard 
Paragraph E at the end of this notice.

3. Virginia Electric and Power Company

[Docket No. ER99-857-000]

    Take notice that on December 8, 1998, Virginia Electric and Power 
Company (Virginia Power), tendered for filing a Service Agreement for 
Firm Point-to-Point Transmission Service with TransAlta Energy 
Marketing (U.S.) Inc., under the Open Access Transmission Tariff to 
Eligible Purchasers dated July 14, 1997. Under the tendered Service 
Agreement, Virginia Power will provide firm point-to-point service to 
the Transmission Customer under the rates, terms and conditions of the 
Open Access Transmission Tariff.
    Virginia Power requests an effective date of December 8, 1998, the 
date of filing the Service Agreement.
    Copies of the filing were served upon TransAlta Energy Marketing 
(U.S.) Inc., the Virginia State Corporation Commission and the North 
Carolina Utilities Commission.
    Comment date: December 28, 1998, in accordance with Standard 
Paragraph E at the end of this notice.

4. Virginia Electric and Power Company

[Docket No. ER99-858-000]

    Take notice that on December 8, 1998, Virginia Electric and Power 
Company (Virginia Power), tendered for filing a Service Agreement for 
Firm Point-to-Point Transmission Service with Duke Energy Trading and 
Marketing L.L.C., under the Open Access Transmission Tariff to Eligible 
Purchasers dated July 14, 1997. Under the tendered Service Agreement, 
Virginia Power will provide firm point-to-point service to the 
Transmission Customer under the rates, terms and conditions of the Open 
Access Transmission Tariff.
    Virginia Power requests an effective date of December 8, 1998, the 
date of filing the Service Agreement.
    Copies of the filing were served upon Duke Energy Trading and 
Marketing L.L.C., the Virginia State Corporation Commission and the 
North Carolina Utilities Commission.
    Comment date: December 28, 1998, in accordance with Standard 
Paragraph E at the end of this notice.

5. Virginia Electric and Power Company

[Docket No. ER99-859-000]

    Take notice that on December 8, 1998, Virginia Electric and Power 
Company (Virginia Power), tendered for filing a Service Agreement for 
Non-Firm Point-to-Point Transmission Service with TransAlta Energy 
Marketing (U.S.) Inc., under the Open Access Transmission Tariff to 
Eligible Purchasers dated July 14, 1997. Under the tendered Service 
Agreement, Virginia Power will provide non-firm point-to-point service 
to the Transmission Customers under the rates, terms and conditions of 
the Open Access Transmission Tariff.
    Virginia Power requests an effective date of December 8, 1998, the 
date of filing the Service Agreement.
    Copies of the filing were served upon TransAlta Energy Marketing 
(U.S.) Inc., the Virginia State Corporation Commission and the North

6. FirstEnergy System

[Docket No. ER99-860-000]

    Take notice that on December 8, 1998, FirstEnergy System filed a 
Service Agreement to provide Non-Firm Point-to-Point Transmission 
Service for El Paso Power Services Company, (the Transmission 
Customer). Services are being provided under the FirstEnergy System 
Open Access Transmission Tariff submitted for filing by the Federal 
Energy Regulatory Commission in Docket No. ER97-412-000.
    The proposed effective date under this Service Agreement is 
November 20, 1998.
    Comment date: December 28, 1998, in accordance with Standard 
Paragraph E at the end of this notice.

7. American Electric Power Service Corporation

[Docket No. ER99-861-000]

    Take notice that on December 8, 1998, the American Electric Power 
Service Corporation (AEPSC), tendered for filing service agreements 
under the Wholesale Market Tariff of the AEP Operating Companies (Power 
Sales Tariff). The Power Sales Tariff was accepted for filing effective 
October 10, 1997 and has been designated AEP Operating Companies' FERC 
Electric Tariff Original Volume No. 5. AEPSC respectfully requests 
waiver of notice to permit the service agreements to be made effective 
for service as specified in the submittal letter to the Commission with 
this filing.
    A copy of the filing was served upon the Parties and the State 
Utility Regulatory Commissions of Indiana, Kentucky, Michigan, Ohio, 
Tennessee, Virginia and West Virginia.
    Comment date: December 28, 1998, in accordance with Standard 
Paragraph E at the end of this notice.

    E. Any person desiring to be heard or to protest said filing should 
file a motion to intervene or protest with the Federal Energy 
Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, 
in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211 and 18 CFR 385.214). All such 
motions or protests should be filed on or before the comment date. 
Protests will be considered by the Commission in determining the 
appropriate action to be taken, but will not serve to make protestants 
parties to the proceeding. Any person wishing to become a party must 
file a motion to intervene. Copies of these filings are on file with 
the Commission and are available for public inspection.
