Approval and Promulgation of Implementation Plans; Commonwealth 
of Kentucky

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: EPA proposes to approve the Kentucky 15 Percent Plan, the 
automobile inspection and maintenance (I/M) program and the 1990 
baseline emissions inventory submitted by the Commonwealth of Kentucky 
through the Kentucky Natural Resources Environmental Protection Cabinet 
on September 11, 1998. The adoption of a 15 Percent Plan, an I/M 
program and a baseline emissions inventory are required by the 1990 
Clean Air Act Amendments for the Northern Kentucky Counties of Boone, 
Campbell, and Kenton, which are a part of the Cincinnati-Hamilton 
moderate nonattainment area for the one-hour ozone National Ambient Air 
Quality Standard (NAAQS). In addition, EPA proposes to approve 
revisions to the Kentucky State Implementation Plan (SIP) submitted on 
February 3, 1998, for the implementation of the rule regarding Stage II 
control at gasoline dispensing facilities and revisions to the existing 
open burning rule which provide a portion of the emission reductions 
included in the 15 Percent Plan.
    In the final rules section of this Federal Register, the EPA is 
approving Kentucky's SIP revision as a direct final rule without prior 
proposal because the Agency views this as a noncontroversial revision 
amendment and anticipates no adverse comments. A detailed rationale for 
the approval is set forth in the direct final rule. If no adverse 
comments are received in response to the direct final rule, no further 
activity is contemplated in relation to this proposed rule. If EPA 
receives adverse comments, the direct final rule will be withdrawn and 
all public comments received will be addressed in a subsequent final 
rule based on this proposed rule. The EPA

will not institute a second comment period on this document. Any 
parties interested in commenting on this action should do so at this 
time.
