Duquesne Light Co.; Ohio Edison Co.; Pennsylvania Power Com.; the 
Cleveland Electric Illuminating Co.; the Toledo Edison Co.; Beaver 
Valley Power Station, Unit Nos. 1 and 2; Notice of Withdrawal of 
Application for Amendment to Facility Operating License

    The U.S. Nuclear Regulatory Commission (the Commission) has granted 
the request of Duquesne Light Company, et al. (the licensee) to 
withdraw its March 10, 1997, application for proposed amendment to 
Facility Operating License Nos. DPR-66 and NPF-73 for the Beaver Valley 
Power Station, Unit Nos. 1 and 2, located in Beaver County, 
Pennsylvania.
    The proposed amendment would have revised the facility Technical 
Specifications pertaining to repair of steam generator tubes by 
installation of

sleeves utilizing the electrosleeving process developed by Framatome 
Technologies, Inc.
    The Commission had previously issued a Notice of Consideration of 
Issuance of Amendment published in the Federal Register on April 23, 
1997 (62 FR 19831). However, by letter dated October 13, 1998, the 
licensee withdrew the proposed change.
    For further details with respect to this action, see the 
application for amendment dated March 10, 1997, and the licensee's 
letter dated October 13, 1998, which withdrew the application for 
license amendment. The above documents are available for public 
inspection at the Commission's Public Document Room, the Gelman 
Building, 2120 L Street, NW., Washington, DC, and at the local public 
document room located at the B. F. Jones Memorial Library, 663 Franklin 
Avenue, Aliquippa, PA 15001.
