ACTION: Notice of effective date. ----------------------------------------------------------------------- SUMMARY: The Farm Credit Administration (FCA) published a final rule under parts 611, 615, 620 and 627 on July 22, 1998 (63 FR 39219). The final rule amends the capital adequacy and related regulations to address: interest rate risk; the grounds for appointing a conservator or receiver; capital and bylaw requirements for service corporations; and various computational issues and other issues involving the capital regulations. The rule adds safety and soundness requirements deferred from prior rulemakings, provides greater consistency with capital requirements of other financial regulators, and makes technical corrections. In accordance with 12 U.S.C. 2252, the effective date of the final rule is 30 days from the date of publication in the Federal Register during which either or both Houses of Congress are in session. Based on the records of the sessions of Congress, the effective date of the regulations is September 14, 1998.
