Rivers Electric Company, Inc.; Notice of Availability of Final 
Environmental Assessment

August 31, 1998.
    A final environmental assessment (FEA) is available for public 
review. The FEA is for an application to increase the elevation of the 
dam and replace the existing flashboards with pneumatically-operated 
crest gates. The proposed action would result in an operating capacity 
of 950 kW, which is within the licensed capacity of 1050 kW. A draft 
environmental assessment (DEA) of this application and Notice of 
Availability of the DEA were issued by the Commission on May 6, 1998. 
The FEA, like the DEA, finds that approval of the amendment 
application, with identified environmental protection measures, would 
not constitute a major Federal action significantly affecting the 
quality of the human environment.
    The FEA was written by staff in the Office of Hydropower Licensing,
