Notice of Lodging of Consent Decree Pursuant to Comprehensive
Environmental Response, Compensation and Liability Act (CERCLA)
In accordance with Department of Justice policy, notice is hereby
given that on July 15, 1998, a proposed Consent Decree in United States
v. Cowles Media Company, et al., Civil No. 4-96-958, was lodged in the
United

States District Court for the District of Minnesota. The Complaint
filed by the United States sought to recover costs incurred by the
United States pursuant to CERCLA, 42 U.S.C. Sec. 9601 et seq., at the
Brooklyn Park Dump Site (``Site'') in Brooklyn Park, Minnesota. The
Consent Decree requires Defendant, Gopher Oil Company (``Gopher''), to
consent to entry of judgment for the total amount of all unreimbursed
response costs incurred by the United States in connection with the
Site. In addition, Gopher is required to pay the United States 90% of
all insurance proceeds attributable to claims relating to the Site. The
Consent Decree contains provisions relating to Gopher's receipt of
insurance proceeds for the Site.
The Department of Justice will receive for a period of thirty (30)
days from the date of this publication comments concerning the proposed
Consent Decree. Comments should be addressed to the Assistant Attorney
General, Environment and Natural Resources Division, U.S. Department of
Justice, P.O. box 7611, Ben Franklin Station, Washington, D.C. 20044,
and should refer to United States v. Cowles Media Company, et al., D.J.
Ref. No. 90-11-2-1099.
The proposed Consent Decree may be examined at any of the following

of the proposed Consent Decree may be obtained in person or by mail

Washington, D.C. 20005, telephone (202) 624-0892. For a copy of the
Consent Decree please enclose a check in the amount of $9.00 (25 cents
per page reproduction costs) payable to Consent Decree Library.
