Certain Cut-to-Length Carbon Steel Plate From Romania; Extension 
of Time Limit for Antidumping Duty Administrative Review

AGENCY: Import Administration, International Trade Administration, 
Department of Commerce.

ACTION: Extension of time limit for antidumping duty administrative 
review of certain cut-to-length carbon steel plate from Romania.

SUMMARY: The Department of Commerce (``the Department'') is extending 
the time limit for the preliminary results of the first antidumping 
duty administrative review of the antidumping order on certain cut-to-
length carbon steel plate from Romania. This review covers Windmill 
International PTE Ltd. of Singapore, Windmill International Romania 
Branch, and Windmill International Ltd. (USA), collectively referred to 
as ``Windmill.'' The period of review is August 1, 1996 through July 
31, 1997.

EFFECTIVE DATE: April 21, 1998.

SUPPLEMENTARY INFORMATION: The Department initiated this administrative 
review on September 25, 1997 (62 FR 50292). Because it is not 
practicable to complete this review within the time limit mandated by 
section 751(a)(3)(A) of the Tariff Act of 1930 (``the Act''), as 
amended by the Uruguay Round Agreements Act of 1994, the Department is 
extending the time limit for the preliminary results of the 
aforementioned review to August 31, 1998. See memorandum from Joseph A. 
Spetrini to Robert S. LaRussa, which is on file in Room B-099 at the 
Department's headquarters.
    This extension of time limit is in accordance with section 
751(a)(3)(A) of the Act and section 351.213(h)(2) of the Department's 
regulations.
