ACTION: Notice of open meeting.

SUMMARY: Pursuant to the provisions of the Federal Advisory Committee 
Act (Pub. L. No. 92-463, 86 Stat 770), notice is hereby given of a 
meeting of the National Coal Council.

DATE AND TIME: Friday, May 8, 1998, 8:30 AM.

PLACE: Phoenix Park Hotel, 520 North Capitol Street, NW, Washington, 
DC.

SUPPLEMENTARY INFORMATION:
    Purpose of the Council: To provide advice, information, 
recommendations to the Secretary of Energy on matters relating to coal 
and coal industry issues.

the National Coal Council
--Remarks by the Honorable Federico Pena, Secretary of Energy 
(invited).
--Remarks by the Honorable Frank H. Murkowski, Chairman of the Senate 
Energy Committee (invited).
--Remarks by Congressman Michael G. Oxley (invited).
--Remarks by the Honorable James Hoecker, Chairman of the Federal 
Energy Regulatory Commission (invited).
--Remarks by Fred L. Smith, Jr., President of the Competitive 
Enterprise Institute, on ``Climate Change Policy and its Implications'' 
(invited).
--Administrative reports.
--Remarks of outgoing Chairman, Clifford R. Miercort.
--Report of the Nominating Committee and election of new officers.

    Public Participation: The meeting is open to the public. The 
Chairman of the Council is empowered to conduct the meeting in a 
fashion that will facilitate the orderly conduct of business. Any 
member of the public who wishes to file a written statement with the 
Council will be permitted to do so, either before or after the meeting. 
Members of the public who wish to make oral statements pertaining to 
agenda items should contact Margie D. Biggerstaff at the address or 
telephone number listed above. Requests must be received at least five 
days prior to the meeting and reasonable provisions will be made to 
include the presentation on the agenda.
    Transcripts: Available for public review and copying at the Public 
Reading Room, Room 1E-190, Forrestal Building, 1000 Independence 
Avenue, S.W., Washington, D.C., between 9:00 AM and 4:00 PM, Monday 
through Friday, except Federal holidays.
